Well, I use wpa_supplicant to setup WEP, though I'm not sure that is
what is the issue.  Why are you using iwicontrol, btw?  You shouldn't be
using iwicontrol to load the firmware anymore.  The driver now asks for
the firmware directly when it needs it.
