BPF JIT compiler work

8-9 years ago I spent a bunch of time with an undergrad student working
on BPF JIT compilers for PPC, Arm, Alpha, and MIPS.  I never got back to
finishing it off, and that's unlikely to change.  But there is code that
is close to being done in there if someone wanted to finish it off.
From memory the MIPS and Alpha (lol) should be good to go, the Arm is
probably incomplete, and I'm not sure at all about PPC.
