It has been fixed in 10.0-RELEASE-p2.

Make sure that you have

devfs_load_rulesets="YES"       # Enable to always load the default rulesets

instead of

devfs_load_rulesets="NO"       # Enable to always load the default rulesets

in /etc/defaults/rc.conf.
