private IPC for every jail

Hello there,

I noticed this old PR from 2003:

This would solve a problem I currently have with zabbix2-agent,
and it would make it easier for people running postgresql in jails
and other stuff using IPC. Any chance of seeing it committed ?

I've cc'ed the original author, who is now a committer himself :)
