Make sure that

- you've restarted the Apache server

- the directory directive in httpd.conf is doing what you expect;
  make sure that you're not being tricked by a vhost config, or
  some other config that being applied instead.

That vqadmin error is being seen because the content is being served
without having undergone any authentication...
