Bandwidth Management

Dear All, 
       
       I am running a WISP, using ipfw and dummynet as my bandwidth
management tool, but faicng problem in giving shared bandwidth to
users ? also few VoIP users also face problem of latency and such
things when they come to the shared bandwidth pool, any one can guide
me for affective banadiwtdh managenemt software or anything related to
this ? i will be thankfull.
