Read   man 8 init .  You will see that if secure level is set above
1 that time changes are restricted to less than one second.

You just may need to run your ntp programs more often to ensure you
stay within that time window.

I run my hourly and normally get only about .2 or .3 second offset.
iNTEL based HW clocks are not known for long time stability.
