the pass and deny commands are reversed

I just downloaded and installed FreeBSD 5.0, ran the CVSup, and complied
the kernel with firewall capabilities. The rule commands seem to be
reversed.
 
The way to pass traffic from the server to the world was to add:
 
ipfw add 0050 deny ip from any to any
 
Any idea on what code to check?
