It doesn't really matter in this case where you put .PATH
as long as it happens before inclusion of bsd.prog.mk,
but what you've committed is more style.Makefile(5).

That said, there was no problem at all, and the breakage
most likely was caused by a partial CVSup update on a
particular (tinderbox) host.
