As Marcel said, it's disabled by default, but you can get it working on the E8770 chipset machines by compiling a custom kernel with the following line:

device          sc

Also, see the instructions on enabling the USB keyboard I posted earlier. Eventually, the console driver will be modified to support non-legacy ia64 boxes.
