Local tty keyboard scroll lock cannot be unlocked once locked and the
tty cannot be recovered


>How-To-Repeat:
	

Start a login session *or* (suggested since the bug breaks output)
get to single user mode.  Press the "scroll lock button", observe that the
light comes on and the cursor keys work to scroll the text console.

Now depress it again.  The scroll lock functionality no longer toggles.
The light doesn't extinguish nor is normal output recovered until
shutdown.  Even kill -9 is insufficient to recover the output.  Normal
output briefly returns for console messages during shutdown.  The
tty however does respond to keyboard presses and it is possible to
issue commands "in the blind" to shut the system down.
