[current tinderbox] failure on i386/pc98

Not sure why this is occurring; Can someone with more tinderbox than I
clarify which include path the tinderbox build would be using?

A fresh installation of <protocols/routed.h> is necessary. This file is
up-to-date in HEAD with the routed update and was part of the same commit.
