Clarification: A LOCALBASE != /usr/local build fails if DOCS=on and BOOT=off.
BOOT=off works fine as long as DOCS=off.
Also BOOT=on and DOCS=on works (if you have an installed ghc).

Same question stands: how to tell the bootstrapped version of ghc to find
libiconv if LOCALBASE != /usr/local?
