no IPMI on identical box

Take it out of /boot/loader.conf
and after the box boots up try

sysctl -w debug.bootverbose=1
kldload -v ipmi

and paste the output here.

If still nothing, I would have a look through the BIOS options to see if
its somehow disabled, or try reflashing the BIOS.  Is the IPMI
integrated onto the motherboard or is it an additional card that is added ?
