Hardware clock is not SYNC'ed with kernel clock by ntpdate?

I back Guy's comment: the difference you see is indeed the time difference
between UTC and PHT.
If both your systems reboot in UTC, I would bet on the timezone you set in
sysinstall more than the RTC.

Please refer to section 2.10.8 in this (RTC in UTC - answer "yes" to the
second question):

It may solve your problems.

BIOS generally do not have timezone setting .
