constant CPU utilization

Hello!
I've a problem with two identical servers under FreeBSD.
CPU tools show me information about CPU utilization only few minutes after system reboot.
And after that I see constant CPU utilization:
TOP: CPU states: 0.0% user, 0.0% nice, 0.0% system, 0.0% interrupt, 0.0% idle

We tryied to upgrade from 4x to 5x - but unsuccessful
And problems still exist.
