ATX boards and restart after power failure

I am willing to experiment.
I'll get my Dad to help, he is handy with circuits and stuff.
He mentioned something called a one-shot circuit (I think he said) but 
he wasn't sure of the terminology and it is a while since he's done 
stuff like that.

Thanks for at least trying, I know this P5A is really old technology.
I'd like to make it work as a server but I'm not holding my breath. :-)
