[review] jail.d support

Hi all!

I wrote a small patch to support jail.conf configuration via /etc/jail.d/{jailname}.conf. I run a lot of jails on my machines and /etc/ was becoming messy and hard to maintain with /etc/jail.{jailname}.conf

I was wondering if 1) someone can review the patch https://reviews.freebsd.org/D24570 2) someone can test and find anything “odd”.
