/usr/sbin/ntpd runs as uid=123 not root on 12.0 & fails

I noticed some UID changes as well.

Had to chown some ntpd directories to reflect that change as well (they 
were not writable for the ntpd daemon after upgrading from 11.2 to 12.0 .
