Add SUBDIR_PARALLEL to usr.bin/svn/lib

Hi,

wondering if anyone would like to help submit this one-line patch to enable
parallel build for usr.bin/svn/lib.

on a capable machine, usr.bin/svn build time:

-j2 improves from ~96 sec (~190% cpu time) to ~92 sec (~195%).
-j4 improves from ~57 sec (~310%) to ~47 sec (~390%).
-j12 improves from ~37 sec (~510%) to ~19 sec (~970%).
