[CFT/RFC]: refactor bsd.prog.mk to understand multiple programs instead of a singular program

We can add bsd.progs.mk (if you have devel/bmake port installed you
have it as /usr/local/share/mk/progs.mk)
and atf.test.mk and people can just "go for it" ?
