IMO the problem with that line of reasoning is that while any individual
LOR may be harmless there are so many harmless ones that it leads to
people either ignoring all of them, or turning off witness. I've been in
the latter category for years now.

It would be great if some effort could go into cleaning up the harmless
ones so that when a LOR happens it would actually be worth the user's
time to report it.
