What is difference between /etc/rc called programs and ones called after login prompt shows up

Sorry, by rereading the thread I think I misunderstood the context of
the post I was replying to. The reason for my suggestion was that I know
some utilitites that don't work when called before the login environment
is present because they use curses and somehow fail if there's no TERM.
