Configure error

Thanks, that's more than I needed but it did point me in the right direction. 
I just needed to add the paths inside the option:

.if !defined(WITHOUT_WRAP)
MODULES:=${MODULES}:mod_wrap2
INCLUDEDIRS:=${INCLUDEDIRS}:${WORKDIR}/include
LIBDIRS:=${LIBDIRS}:${LOCALBASE}/lib
.endif
