/bin/sh bug? munges here-doc eof markers

Why does /bin/sh insert 0x81, or 129, or SYNBASE, before every non-word
character in here-doc delimiters? It grows
'END-of-vietnamese/x-unikey/files/patch-src::unikey-gtk::Makefile.am'
which is 69 characters, well below EOFMARKLEN (79) to 80 characters.
Should I file a PR?
