Try running:

cd devel/xdg-utils
make clean patch
cd work/xdg-utils-1.1.1/scripts/desc

xmlto -v html-nochunks xdg-desktop-menu.xml

Does this reproduce problem?

Also try:

env LC_ALL=C xmlto -v html-nochunks xdg-desktop-menu.xml

Also try reinstalling these packages:

docbook-xml
docbook-xsl
sdocbook-xml
xmlcharent
xmlto
