I am running a slightly older HEAD:

NB: And in the process of upgrading base to catch up with HEAD

I just did a "pkg upgrade" and can indeed replicate the bug. Before the
upgrade, I don't know what (working) version of gimp I had, but I'm now running
gimp-2.8.16,2 and it has the same failure to open files and/or generate
thumbnail images (firefox-43.0.3_1,1 has no issues just as the OP reports).

Will report back after I have sync'd my base to latest HEAD, regarding if that
makes a difference or not.
