Updated FreeBSD GNOME Development Wiki

I just made several changes to the FreeBSD GNOME Development Wiki:

1. Changed the title at the top from "FreeBSD GNOME" to "FreeBSD GNOME Development Wiki".

2. Added a "Page Maintainer" line so that people will know who to contact about general issues with the page.  kwm, I'm willing to take on this responsibility.

3. Created a "Page Conventions" section with the legend that was being used for the GNOME 2.30 and GNOME 2.31 sections.

4. Added "Coordinator" lines to the project sections so that people will know who to contact about becoming involved with each project.

5. Created the "WANT_GNOME Decommission" section with me (AJKehoe) as the coordinator.  It seems I'm unable to create my personal home page, so if someone can help me with this, that would be appreciated.

6. Created the "GNOME 3 Import", "MATE Import", and "GNOME 2 Decommission" sections with nobody as the coordinators.  I wasn't sure what to put here.

7. Fixed numerous formatting issues and typographical errors.

I'm most interested in getting some feedback on the "WANT_GNOME Decommission" section.  If everything looks good, I'll show this portmgr, and then contact the individual port maintainers.

My plan isn't to have volunteers flood this mailing list with "[WANT_GNOME]" messages.  I'll update that part after I'm able to create my personal home page to post my contact information for this project.
