this will happen over and over again.

You only will be able to have a release version CD or DVD.

It is your decision if you want to keep a system in the release 
state or in the current state.

It is always possible to build your own packages on one machine, 
pack them onto a DVD and distribute it. You even can do this via 
network.

As I understand FreeBSD, it is against the concept of it to do 
what you want to do.
