gst-plugins-0.8.1 build problem (and fix)

The version of libmpeg that is built on my system (0.3.1_1) has a
sequence_t type in mpeg2.h instead of mpeg2_sequence_t, so the
gst-plugins build fails.

The file in question is gst2mpeg2dec.c in ext/mpeg2dec.  Here's a
patch:
