I think you must have installed a version of the port that was broken. 
As it stands now, docbook-xml is using the old-style xmlcatmgr
commands.  Note how I've changed docbook-sk to use the new-style.  This
error can be fixed by removing the 4.2 entry from
/usr/local/share/xml/catalog.ports.
