ports/62557: [patch] WITH_POSTGRES -> WITH_POSTGRESQL across the ports tree

Personaly I say why not.

The only problem is in OPTIONS boxes that get weird when name (eg 
POSTGRESQL) is too big...

But for my ports you get the green light.
