pkg-config depends on gnome-config ?

I just tested example in pkg-config man page
Terry [/home/ijliao] -ijliao- [W15] pkg-config --cflags --libs gnomeui
gnome-config: not found
Package gnomeui was not found in the pkg-config search path.
Perhaps you should add the directory containing `gnomeui.pc'
to the PKG_CONFIG_PATH environment variable
No package 'gnomeui' found

it failed by not finding gnome-config

how can I use it ?
