I can confirm this behavior.

Interesting detail: When I save the encrypted email that Enigmail can't
decrypt, I cannot only decrypt it via gpg, but just after that I see the
decrypted mail also in Thunderbird.

I currently run:
9.3-RELEASE-p9
thunderbird-31.4.0_2
gnupg-2.1.1_1
