Streamlined the patch for libexec/rc/rc.d/zfs making parallel mount optional

Filtering in the right order is key. First eliminate filesystems with no valid
mountpoints, next eliminate filesystems having canmount=off. We're left with a
simple on-off switch, defaulting to off.
