Drives doesn't always mean HDD these days.
Floppies are rarely used, but still exists.
Memory disks are quite common on embedded systems running on flash
media, without space to waste, neither on MD nor on Flash.
Flash media doen't allways mean big modern CF cards, there are cases
with filesystems on e.g. small 2MB sized flash media.
Don't get me wrong, I'm not against cutting a few sectors per default,
just want to have a fallback.

However, I would still prefer if users get a warning if they try to
use a filesystem, which overflows the media.
I guess the foot-shooting is quite common about this point.
