LLVM Fortran initial repo on github

Hello;

No official announcement yet but as mentioned in phoronix and pointed 
out in the LLVM lists, there appears to be an initial code dump of the 
PGI/nvidia Fortran compiler:

https://github.com/flang-compiler/flang

It requires LLVM 3.9, but I'm pretty sure it will catch up. An 
interesting fact is that it is under an Apache License so probably this 
was the big contribution motivating the LLVM guys to re-license.
