OK, unless anyone objects I will do this in the next day or so.  My plan is to svn rm
the old port and svn mv devel to eclipse.  If there is another process to follow
please let me know.  I'll update the devel port to point to 4.3 and to be ignored,
but then folks can start hacking on it.
