powerpcspe architecture has official images for 12.1-RELEASE at
https://download.freebsd.org/ftp/releases/powerpc/powerpcspe/ISO-IMAGES/12.1/,
but it's not listed at https://www.freebsd.org/where.html

powerpcspe is listed for 11.3-STABLE, but it became supported in 12.0-RELEASE
and the link for 11.3-STABLE goes 404.
