Unable to build FreeBSD website

Following the fdp-primer, I attempted to build the FreeBSD web site. In htdocs, I see there are .xsl files for only two of the web pages while there are .xml files for other pages. Why are there missing .xsl files?

When I run 'make all' or 'make FORMATS="html-split" all', I get the following:
