remove defunct URLs for non English version of cvsweb.xml

while looking looking at this, I also found that these other sites are either
(1) defunct or (2) not using FreeBSD-CVSWeb anymore.

- http://www.caosity.org (defunct)
- http://cvs.opendarwin.org/ (defunct)
- http://www.ruby-lang.org/cgi-bin/cvsweb.cgi/ (using SVN now)
- http://cvs.mandriva.org (defunct)

I'm attaching this diff for languages other than en_ISO8859-1:

 de_DE.ISO8859-1/htdocs/projects/cvsweb.xml
 fr_FR.ISO8859-1/htdocs/projects/cvsweb.xml
 ja_JP.eucJP/htdocs/projects/cvsweb.xml
 ru_RU.KOI8-R/htdocs/projects/cvsweb.xml

I'm concerned that the diff might not work out well for ru_RU.KOI8 and
ja_JP.eucJP due to the unicode characters not rendering on my side. I'd hope
this would at least bring some ideas where these URL's are.
