At EuroBSDCon i was talking to the creators of man.cgi (Ingo and
Kristaps) and we were talking about moving FreeBSD over to that, because
the script used now, did not look very easy to work with.

But it is in the docs tree:
doc/head/en_US.ISO8859-1/htdocs/cgi/man.cgi
