[PATCH] Publish the project's software license policy

A few years ago the core team approved a software license policy for the 
project and announced it on developers@; however, it was never published on 
the website.  The patch below aims to remedy that.  Can someone review the XML 
to make sure it is correct?  It at least builds ok for me locally.
