Peter manually fetched the INDEX file to shut up the build failures for
now.

Here's the problem:

 - We define PORTSBASE?=/usr and PINDEX=ports/INDEX
 - build-web.stream.f.o sets INDEXDIR=/var/ports in make.conf, since
   /usr/ports is not a local checkout, but a nullfs(5) import (and also
   a symlink)

I think PORTSBASE needs to go away, and rather than using a concatenated
PORTSBASE/PINDEX combination, need to honor INDEXDIR.  I cannot fix it
tonight, though.
