[rfc,patch] en/handbook/kernelconfig: add a link to man page

  Good morning, folks.

  I suppose it's worth adding unfairly forgotten &man.config.5; to the
handbook/kernelconfig chapter.

  The proposed statement follows (applicable to r41334):
