What about:

<para>The goal of the &os; Project is to provide a
stable and fast general purpose
operating system that may
be used for any purpose
without strings attached.</para>

Thus avoiding the word 'complete'?

One note that is that my original rewrite didn't prevent us to only
providing components that may be used separately but stated that the
goal is to provide a complete OS.
