lukemftpd ftpusers file is a superset of the standard ftpusers
function -- if ftpusers just consists of a list of login names
then the effect is the same in either ftpd or lukemftpd: none of
the named users can log in via ftp.  Of course, you can do a lot
more with lukemftpd's ftpusers file, but not without breaking
compatibility with ftpd.
