In
http://www.freebsd.org/doc/en_US.ISO8859-1/books/handbook/install-steps.html
it says:

"This is the root filesystem. Every other filesystem will be mounted
somewhere under this one. 128 MB is a reasonable size for this filesystem."

I believe that 128 MB is adequate for FreeBSD 6.3 and lower, but not
enough for FreeBSD 7.0.

It also recommends 256 MB for /var. This is ample for running FreeBSD,
but insufficient for installing it.
