ftpd(8) states that a user's name must not appear in /etc/ftpusers or they will not be allowed to login via ftp.  The man page for ftpusers(5)/ftpchroot(5) seems to indicate otherwise and suggests configuration format and options for ftpusers.  If a user's name is in /etc/ftpusers they cannot login via ftp.  The man page for ftpusers(5)/ftpchroot(5) as distributed in /usr/share/man/man5/ftpusers.5.gz seems to be incorrect for the the version of ftpd installed with the base system.  The correct file seems to be /usr/src/libexec/ftpd/ftpchroot.5.
