WTF? make is freaking me out

Notwithstanding whether the patches do the correct thing or not, could
someone please explain to me why formats1.diff works fine, whilst
formats2.diff produces:

  line 191: Malformed conditional (html-split == "all")
  line 147: if-less endif
  make: fatal errors encountered -- cannot continue

Please?
